Why Whistles?
Blowing a whistle is legally protected First Amendment speech that alerts your neighbors that either: (1) ICE is in the area – so neighbors can keep themselves safe or (2) that ICE is detaining someone – so that the community can record the arrest to keep neighbors safe. In rare cases large amounts of witnesses have been able to convince ICE to move on and not detain their neighbors.
Whistle Code
CODE 1 – Blow in a broken rhythm (pre-pre-pre)
This alerts the community that ICE Agents are IN THE AREA.
CODE 2 – Blow in a continuous steady rhythm.
This alerts the community that ICE is DETAINING SOMEONE.

How to build a whistle packet

- 1 Whistle with Lanyard (yarn or twine neckace)
- 1 English whistle zine
- 1 Spanish whistle zine
- 1 Red Card in English
- 1 Red Card in Spanish
- 1 Red Card in any other language that is frequently used in your area
How to Bundle a whistle packet
- Turn the whistle into a necklace
- Fold the Red Cards
- Fold the zines
- Put into a sandwich bag, or wrap the necklace around everything to hold it together.
